Sobre Global Radar Analytics
Global Radar Analytics es un proyecto independiente dedicado al análisis crítico de los impactos sociales, políticos y jurídicos de la inteligencia artificial, presentado en un lenguaje accesible para personas no expertas. Su atención se concentra en cómo estas tecnologías transforman las instituciones, las relaciones de poder, los marcos normativos, la cooperación internacional y la vida cotidiana.
Comprender la inteligencia artificial requiere ir más allá de su evolución técnica para examinar quién controla sus infraestructuras, qué actores establecen sus reglas, cómo se distribuyen sus beneficios y riesgos, qué efectos produce sobre las desigualdades existentes y cómo puede generar otras nuevas.
El sitio se organiza en seis áreas temáticas: gobernanza digital global; geopolítica digital; inteligencia artificial, sociedad y poder; desarrollo y cooperación; el mapa de poder de la inteligencia artificial; y una sección sobre inteligencia artificial y cine, pensada para apoyar la enseñanza y promover el debate.
Global Radar Analytics está dirigido a quienes investigan, enseñan o trabajan sobre inteligencia artificial desde las ciencias sociales, con especial énfasis en las relaciones internacionales, el derecho, las políticas públicas y la cooperación internacional, así como a cualquier persona interesada en comprender las implicaciones más amplias de estas tecnologías.
Sobre Javier Surasky
Soy doctor en Relaciones Internacionales y he realizado estudios de posgrado sobre inteligencia artificial generativa y los impactos sociales de la inteligencia artificial. Soy investigador y profesor universitario, y coordino el Centro de Estudios sobre Inteligencia Artificial y Relaciones Internacionales del Instituto de Relaciones Internacionales de la Universidad Nacional de La Plata, en la provincia de Buenos Aires, Argentina.
Mi trabajo se concentra en la intersección entre inteligencia artificial, relaciones internacionales, derecho internacional, derechos humanos, cooperación internacional y el sistema de las Naciones Unidas. En estos campos he desarrollado una trayectoria que combina la reflexión y la práctica, con experiencia en la academia, la gestión pública, organismos internacionales y organizaciones de la sociedad civil.
About Global Radar Analytics
Global Radar Analytics is an independent project that critically examines the social, political, and legal impacts of artificial intelligence, presenting these issues in accessible language for non-specialist audiences. It focuses on how these technologies are reshaping institutions, power relations, regulatory frameworks, international cooperation, and everyday life.
Understanding artificial intelligence means looking beyond its technical development to examine who controls its infrastructure, which actors set the rules, how its benefits and risks are distributed, how it affects existing inequalities, and how it may create new ones.
The site is organized into six thematic areas: global digital governance; digital geopolitics; artificial intelligence, society, and power; development and cooperation; the AI Power Map; and a section on artificial intelligence and film, designed to support teaching and encourage discussion.
Global Radar Analytics is intended for those who research, teach, or work on artificial intelligence from a social sciences perspective, with particular emphasis on international relations, law, public policy, and international cooperation. It is also for anyone interested in understanding the broader implications of these technologies.
About Javier Surasky
I hold a PhD in International Relations and have completed postgraduate studies on generative artificial intelligence and the social impacts of AI. I am a researcher and university professor, and I coordinate the Center for Studies on Artificial Intelligence and International Relations at the Institute of International Relations of the National University of La Plata, in Buenos Aires Province, Argentina.
My work focuses on the intersection of artificial intelligence, international relations, international law, human rights, international cooperation, and the United Nations system. Over the course of my career, I have combined research and reflection with practical experience in academia, public administration, international organizations, and civil society organizations at both the national and international levels.

Global Radar Analytics es un proyecto dedicado a estudiar críticamente los impactos de la inteligencia artificial en la gobernanza global y la política internacional. Parte de una convicción sencilla: para comprender el alcance real de la IA no basta con seguir su evolución técnica; también es necesario analizar cómo reconfigura instituciones, relaciones de poder, marcos normativos, agendas multilaterales y formas de cooperación internacional.
El blog promueve un abordaje interdisciplinar en el que la tecnología pueda dialogar con las ciencias sociales. Aquí encontrarás análisis sobre gobernanza digital global, geopolítica digital, IA, sociedad y poder, y desarrollo y cooperación digital, con una mirada que combina relaciones internacionales, derecho internacional, cooperación al desarrollo, derechos humanos y sistema de Naciones Unidas.
Este espacio está dirigido a personas interesadas en la inteligencia artificial y en sus impactos sobre nuestras sociedades, y especialmente a quienes ya trabajan estos temas desde la investigación, las políticas públicas, la cooperación internacional, el derecho o el análisis estratégico.

I am Javier Surasky, a PhD in International Relations, researcher, university lecturer, and Head of the Center for AI and International Relations Studies (CIARI) at the Institute of International Relations of the National University of La Plata.
Global Radar Analytics is a project devoted to the critical study of the impacts of artificial intelligence on global governance and international politics. It starts from a simple conviction: understanding the real scope of AI requires more than following its technical evolution; it also demands examining how it reshapes institutions, power relations, normative frameworks, multilateral agendas, and forms of international cooperation.
The blog promotes an interdisciplinary approach in which technology can engage in dialogue with the social sciences. Here you will find analysis on global digital governance, digital geopolitics, AI, society and power, and digital development and cooperation, drawing on international relations, international law, development cooperation, human rights, and the United Nations system.
