AI Power Map #19: Tsinghua University

The university where China brings together talent, industry, and global governance

Tsinghua University functions as a strategic infrastructure through which China connects elite education, advanced research, industrial policy, technology diplomacy, and the development of governance frameworks.

Its power lies primarily in its ability to cultivate talent, shape research agendas, bridge the state and the private sector, legitimize national priorities, and take part in international conversations where the governance of artificial intelligence is being defined.

Tsinghua must be understood within the broader landscape created by China’s strategy of making AI a core technology for national security, industrial modernization, and geopolitical competition. That strategy has produced a network of domestic actors in which Tsinghua operates as a node within a long-term state architecture. Put more simply, it serves as a bridge between the laboratory, the market, and the state.

Seen in this way, Tsinghua is not a peripheral producer of knowledge. It is a frontier university positioned at the heart of China’s science, technology, and public policy complex.

Looking at Tsinghua through the lens of power reveals three closely interconnected dimensions.

The first is technical. Tsinghua trains researchers, conducts AI research through specialized institutes, and contributes to advances in areas ranging from infrastructure and models to autonomous systems, intelligent systems, and applied AI.

The second is industrial. Here, Tsinghua operates primarily through its Institute for AI Industry Research (AIR), founded in 2020, which connects university research with fields such as autonomous driving, biomedicine, large AI models, the industrial Internet, and enterprise applications. AIR describes itself as an institute focused on applied research aimed at advancing the internationalization, intelligent transformation, and industrialization associated with the fourth technological revolution.

In AI, those who train researchers, validate technical approaches, develop prototypes, and participate in industrial ecosystems also help determine which problems are treated as priorities, which applications acquire legitimacy, and which technological trajectories become possible.

The third is political and institutional. Tsinghua’s Institute for AI International Governance (AIIG), also established in 2020, participates in debates on global governance, international cooperation on AI, standard-setting, and related issues. It is headed by Xue Lan, a Counsellor of the State Council of the People’s Republic of China and Chair of the National AI Governance Expert Committee. Xue is also known for advocating AI as a global public good, for stressing the need to balance innovation with risk management, and for calling for greater inclusion of developing countries in global debates on digital technologies.

AIIG focuses on global governance architectures, capacity-building, open-source ecosystems, international standards, and indicator systems designed to assess governance effectiveness. It also participates directly in multilateral forums. In July 2026, the institute co-organized an official side event at the first United Nations Global Dialogue on AI Governance in Geneva, focused on safe and trustworthy AI and scientific cooperation. At the 2026 World Artificial Intelligence Conference, it also participated in a multistakeholder forum on practical pathways toward global AI governance.

Viewed in terms of power, Tsinghua University’s work helps illustrate how China is building its own cutting-edge academic base, capable of sustaining original research, training highly skilled technical professionals, and reducing external dependencies in strategically important areas of AI. This creates an unresolved internal tension: Tsinghua provides an academic platform for a more inclusive international conversation on AI, yet it operates within one of the major powers competing for leadership in the field. Its positions on cooperation, shared development, and global governance are therefore far from neutral.

The establishment of the College of AI in April 2024 further strengthened this position. Andrew Chi-Chih Yao, a Turing Award winner and member of the Chinese Academy of Sciences, heads the College, which was presented from the outset as a center devoted to frontier AI innovation and training high-level talent.

The College of AI responds directly to China’s national AI development strategy. Its institutional description places its work within national strategic planning, Tsinghua University’s research at the technological frontier, and the interdisciplinary integration of AI. In doing so, it further reinforces the links between academia, state policy, and industry.

Taken together, Tsinghua’s AI activities align closely with China’s international position. Since launching its Global AI Governance Initiative in 2023, China has emphasized international cooperation, reducing technological divides, open access to knowledge, and the United Nations' role in building consensus. Tsinghua has since become a credible academic interface for advancing that agenda, translating state objectives into technical and institutional terms that can enter global debate.

Tsinghua has thus become an actor in China’s epistemic diplomacy. It operates across international organizations, technical forums, academic networks, and spaces for political dialogue, helping to shape the vocabularies, diagnoses, and indicators through which other actors understand risks, capacity gaps, and priorities for cooperation.

On the AI power map, Tsinghua University is therefore a hybrid actor whose influence is at once academic, state-backed, and diplomatic.

Its strength lies in coordination. It brings together talent formation, research, state networks, companies, and participation in international forums. Its main vulnerability stems from the same source: the more deeply it becomes embedded as a node in a national strategy, the harder it becomes for Tsinghua to present itself outside China as a neutral and trusted academic space.

  • Today, Tsinghua has an extensive network of schools, departments, institutes, and research centers working across fields including information technology, automation, electronics, computing, public policy, law, medicine, economics, environmental studies, architecture, and the basic sciences.
  • In recent international rankings, Tsinghua has placed among the leading universities in both Asia and the world. Times Higher Education ranked it 12th globally in its World University Rankings 2026 and first in Asia in its Asia University Rankings 2026.
